Yes, but with a regional twist. Bulgaria’s strong solar potential, expanding wind resources (including offshore in the Black Sea), and hydropower base make it well-positioned for the transition. Yet the political lock-in around coal and nuclear slows progress. With governance aligned to EU targets and steady investment, Bulgaria could leapfrog into Stage 3 – renewables as the system foundation – by the mid-2030s.
The most urgent question is whether to keep subsidizing declining baseload assets or redirect those funds into flexibility: storage, digitalization, and grid expansion. This choice will decide if Bulgaria emerges as a renewable leader in Southeastern Europe or remains trapped in costly dependence on outdated baseload plants.
